In a landmark move for the region, Blue NAP Americas, operator of the only Tier IV data center in the Caribbean, has partnered with Radian Arc, a global GPU-based Infrastructure-as-a-Service (IaaS) provider, and Emerging International, a U.S.-based consulting firm specialized in telecommunications and digital infrastructure, to launch the first AI Infrastructure-as-a-Service (AI IaaS) platform serving the Caribbean and Central America.

Backed by an initial $2 million joint investment, the initiative delivers sovereign, GPU-powered AI and cloud capabilities—positioning Curaçao as a strategic digital innovation hub. The platform supports real-time inference, edge AI, and secure local data processing, reducing dependency on foreign infrastructure and enabling a future-ready digital economy.

The deployment will benefit more than 70 million people across 35+ Caribbean and Central American territories, including Puerto Rico, Panama, the Dominican Republic, Jamaica, Costa Rica, Haiti, El Salvador, Trinidad and Tobago, Aruba, and others.

The AI IaaS platform features:

Scalable GPU-Powered Cloud Infrastructure that supports AI, ML, and compute-intensive workloads on demand.

Container-as-a-Service tools for rapid application deployment and digital prototyping tailored for regional needs.

An Integrated Application Marketplace offering vetted solutions for healthcare, Education, government, and business innovation.

This strategic alliance combines Radian Arc’s advanced, global GPU stack and edge computing expertise, Blue NAP Americas’ state-of-the-art data center in Curaçao, and Emerging International’s two decades of regional technology strategy and deployment expertise. Together, they provide cloud infrastructure that is secure, efficient, and locally managed – supporting the development of applications built in the Caribbean and reducing reliance on foreign platforms.

“This initiative will enable the development of thousands of high-skilled tech jobs, narrow the digital divide, and help integrate the region into the Gigabit Society—a connected future driven by high-speed data and intelligent infrastructure,” said Giovanni King, CEO of Blue NAP Americas. “This is a critical milestone for digital sovereignty and economic growth. By deploying local AI infrastructure, we’re empowering people and institutions to create technology that reflects our region’s needs.”

“Our mission is to democratize access to high-performance computing, and this partnership does exactly that,” said David Cook, CEO of Radian Arc. “By empowering Blue NAP Americas with local GPU infrastructure, we’re supporting innovation across public and private sectors, while keeping data sovereignty and cost-efficiency front and center.”

“This partnership reflects our vision to lead the region in AI innovation and digital infrastructure transformation,” added Flavio Lang, Co-founder of Emerging International. “We’re proud to help position the Caribbean at the forefront of the global AI revolution.”

The platform is fully operational and will be available to public and private sector entities throughout the region.– from startups and research institutions to healthcare networks and government agencies – delivering the tools needed to accelerate digital economies and strengthen regional resilience.
